AQ Scale™ — Apex Quorum™ governance maturity standard

Patent-Pending · Governance Maturity Measurement Standard · Filed April 25, 2026 · U.S. Provisional 64/049,300

For hiring managers — AI governance / measurement standards

What I built: A measurement standard for AI agent governance maturity — the AQ Scale™ — that produces a fixed-range governance maturity score from a structured assessment.

What it answers: "How governed are the AI agents in this organization?" — the question every CISO, auditor, and procurement reviewer is now being asked, and almost no one can answer with a number.

Why this matters: AI agent governance has the same problem credit risk had before FICO — everyone agreed it mattered, no one agreed on how to measure it. AQ Scale™ is the measurement layer.

The measurement problem

AI agent governance has rapidly become a compliance, procurement, and board-level concern. EU AI Act enforcement begins August 2, 2026. NIST AI RMF and ISO/IEC 42001 are entering procurement contracts. Insurance carriers are starting to underwrite AI risk.

But there is no standard answer to a simple question: how do you measure whether an organization actually governs its AI agents?

Without a measurement standard, every assessment is bespoke, every comparison is apples-to-oranges, and every procurement conversation re-litigates the definition of "governed."

AQ Scale™ is the standard that closes that gap.

What AQ Scale™ is

AQ Scale™ is a governance maturity measurement standard for AI agent operations. It produces a fixed-range score from a structured assessment of how an organization governs its AI agents at runtime.

  • Standardized. Every score is computed the same way, against the same criteria.
  • Comparable. Two organizations can be compared on the same scale.
  • Auditable. The score derives from a structured assessment, not an opinion.
  • Patent-pending. The scoring methodology is covered under U.S. Provisional Patent Application 64/049,300.

What this signals

For hiring managers and technical leaders evaluating candidates, AQ Scale™ represents capabilities that are difficult to demonstrate any other way:

Measurement-layer thinking. Most governance work is implementation. Building the measurement standard for governance is a different category of work — it requires understanding the field well enough to define what "good" means, and credible enough that others adopt your definition.

Patent-grade methodology. The AQ Scale™ scoring methodology is part of an active provisional patent application. The structure has been reviewed for novelty, not just utility.

Distribution-ready. A live, public-facing assessment tool — not a slide deck or a research paper.

Patent status

AQ Scale™ is covered under U.S. Provisional Patent Application 64/049,300, filed April 25, 2026. Non-provisional filing is in progress under accelerated prosecution. The scope of pending claims is defined by the as-filed specification.
